As the 119th Congress and the new Administration begin their work, RSI staff have already been laying the foundation for meaningful collaboration. Beginning in December 2024, RSI President and RSI’s government affairs staff began preparing for the upcoming administration change by meeting with public liaison and Department of Transportation (DOT) transition teams to advocate for continued federal investment for the rail industry. 

Meetings were held with former DOT staff under the first Trump Administration including with those expecting to return to DOT in similar or elevated roles. Those meetings highlighted rail supply priorities for both freight and passenger rail and messaging around issues of common interest. 

On December 17, RSI President Patty Long, GR staff Ashley Shelton and Matthew Delaney and GPAC Chairman Jack Isselmann of The Greenbrier Companies met with the DOT transition team led by Howard “Skip” Elliot. During this meeting, RSI detailed the economic benefits of freight and passenger rail and opportunities for collaboration particularly related to promoting innovation and growth in the rail space.   

On Capitol Hill, RSI staff continue to meet with key leadership offices as well as prioritizing new members of the House Committee on Transportation and Infrastructure, and the Senate Committee on Commerce, Science and Transportation. The RSI’s Government and Public Affairs Committee will be holding an in-person meeting on Tuesday, February 4 in Washington, D.C. Washington, DC, June 1, 2022 – Railway Supply Institute (RSI) President Patty Long released the following statement urging Congress to pass the newly reintroduced H.R. 7902, the Freight Rail Assistance and Investment to Launch Coronavirus-era Activity and Recovery Act or the “Freight RAILCAR Act,” which is being spearheaded by Representatives Brad Schneider (D-IL-10) and Darin LaHood (R-IL-18) in the U.S. House of Representatives with the support of 29 original cosponsors:

“The Freight RAILCAR Act will help improve the safety and efficiency of the North American railcar fleet while reducing greenhouse gas emissions and supporting thousands of manufacturing jobs up and down the supply chain across the United States. By incentivizing private investments in higher capacity and more fuel efficient railcars, Congress can help the rail industry build a more environmentally friendly fleet. This legislation would also help ensure that the freight railcar fleet is in full compliance with the Department of Transportation’s Rule HM- 251, which ensures the safe transportation of energy products, ahead of schedule.

RSI thanks Representatives Schneider, LaHood, and the other cosponsors of this legislation and urges Congress to swiftly pass this important bill.”

Newly released data by the RSI American Railway Car Institute Committee (ARCI) shows that freight railcar orders declined by over 40 percent in the fourth quarter. Deliveries and backlog also declined as the industry continues to grapple with economic challenges as a result of COVID-19.

ARCI statistics are compiled by RSI using data from North American freight railcar builders and is available to subscribers with a full breakdown by car type, including pressure and non-pressure cars, several categories of hopper cars, as well as other car types including boxcars, flats, and gondolas.
