February 12, 2025 – This week, U.S. Representatives Darin LaHood (IL-16) and Brad Schneider (IL-10) reintroduced H.R. 1200, the Freight RAILCAR Act of 2025, to modernize the North American railcar fleet, support U.S. manufacturing jobs, and advance the efficient movement of critical goods across the country. The Freight RAILCAR Act of 2025 would provide a nonrefundable 10 percent tax credit to help offset the costs to replace or upgrade existing railcars to improve fuel efficiency or capacity. 

RSI President Patty Long released the following statement in support of the legislation: 

“The Freight RAILCAR Act of 2025 will encourage investment in a more sustainable freight railcar fleet and bolster an industry vital to the U.S. economy. The RSI appreciates Representatives LaHood and Schneider for their leadership and urges Congress to pass this important legislation.”

Washington, D.C. – This week, the Railway Supply Institute (RSI) submitted comments to the Federal Railroad Administration’s (FRA) Notice of Proposed Rulemaking, Freight Car Safety Standards Implementing the Infrastructure Investment and Jobs Act.

RSI President Patty Long released the following statement in support of the proposed rule:

“The Railway Supply Institute is pleased with the FRA’s proposed rule to protect the U.S. freight rolling stock supply chain and ensure our freight rail network is secure from bad actors and unfair competition,” said Long. “I applaud Congress and the FRA for prioritizing our domestic rail supply industry and American competitiveness.” 

The Infrastructure Investment and Jobs Act of 2021 contained a provision to safeguard the North American freight rail industry and critical rail infrastructure from adversarial state-owned enterprises.  In response, on December 8, 2023, the FRA published a Notice of Proposed Rulemaking requiring that freight rail cars operating in the U.S. cannot be manufactured in a “country of concern.” This standard also applies to sensitive technology on railcars.

WASHINGTON, DC – Last week, the House Committee on Ways & Means passed the Tax Relief for American Families and Workers Act of 2024.

The Railway Supply Institute (RSI) released the following statement on the proposed bill.

“RSI strongly supports the recently introduced bill which restores tax policies critical to our members’ operations,” said RSI President Patty Long. “We appreciate the committee’s longstanding support of U.S. manufacturing jobs and look forward to swift passage of the bill in Congress.” 

The domestic railway supply industry has been a dynamic and vital part of the U.S. economy for more than 200 years, encompassing more than 682,400 direct, indirect, and induced jobs across all 50 states. RSI members provide all types of goods and services to freight and passenger railroads, rail shippers, and freight car manufacturers and lessors. 

“We are the only trade association representing the entire rail supply industry—manufacturers, distributors, and service providers to the freight car, locomotive, maintenance-of-way, communications, signaling, leasing, and passenger rail industries,” added Long.

“These pro-growth policies will enable our members to continue innovating, expanding operations, and adding more jobs for American workers. Not only will this further the U.S. economy, but it will also enable our members to maintain and expand their U.S. and nearshore presence.” 

RSI President Patty Long sent a letter to House and Senate leadership outlining the RSI’s support for swift passage of the legislation.

Washington, DC (November 10, 2023) – This week, President Joe Biden announced $16.4 billion in new funding to repair and replace critical rail infrastructure along the Northeast Corridor.

The Railway Supply Institute (RSI) released the following statement in support of the recently announced funding.

“RSI is thrilled that the Administration is further prioritizing a more reliable passenger rail experience by bolstering critical infrastructure, while also supporting job creation,” said RSI President Patty Long. “We applaud the announcement and look forward to the impact this investment will have on our transit system.”

Through the Federal Railroad Administration’s Federal State Partnership for Intercity Passenger Rail grant program, the funding will support 25 passenger rail projects along the Amtrak Northeast Corridor, including the rebuilding of tunnels and bridges as well as upgrading of tracks, power systems, signals, stations and other important infrastructure.

“RSI appreciates the effective implementation of the Bipartisan Infrastructure Law to enhance the safety and reliability of our rail system across the country,” added RSI Senior Director of Government and Public Affairs Ashley Shelton.

WASHINGTON, DC – Today, Railway Supply Institute (RSI) President Patty Long issued the following statement:

“The extended hold of the rule for transporting LNG by rail is disappointing. Transporting LNG has a proven safety record, and with our country continuing to face rising energy prices, we should be incentivizing critical infrastructure that can provide additional capacity to the U.S. We should not have to rely on foreign sources of LNG to meet demand in certain parts of the country.”

The Pipeline and Hazardous Materials Safety Administration (PHMSA) will suspend its July 24, 2020, authorization of liquefied natural gas (LNG) transport in DOT-113C120W9-specification rail tank cars, pending the earlier of either completion of a companion rulemaking evaluating potential modifications to requirements governing the rail transport of LNG, or June 30, 2025.

“LNG has been safely shipped by other modes of transportation for decades, including ships and trucks. More than 435 million shipments of hazardous materials are transported every year under HMR, and the safety record of transporting hazardous materials by rail is factually outstanding. Shipping LNG in a robust and specially built cryogenic tank car makes sense and will provide a safer, more efficient, and more environmentally friendly method of transportation for LNG,” added Long.

The Railway Supply Institute (RSI)–whose members manufacture, own and maintain the vast majority of railcars and locomotives and provide technology solutions for transporting freight across the U.S. railway system–issued the following statement:

“While 99.9 percent of all hazmat shipments by rail reach their destination without incident, that statistic is small consolation to the residents of East Palestine, who have our sympathy during this difficult time. The safety of the community of East Palestine is paramount.

The National Transportation Safety Board (NTSB) is actively fulfilling its role of conducting an independent accident investigation and, where appropriate, will advocate for safety enhancements.  The RSI and its members prioritize safety above all else, but also believe that hastily recommended policy solutions are premature until the NTSB has completed its investigation of the causal and root factors in this incident.

The RSI looks forward to lending its technical expertise on railcar design and integrity to members of the NTSB, and stands ready to be part of discussions around proposed solutions when the report is completed.”

Washington, DC (February 14, 2023) –  Today, U.S. Representatives Darin LaHood (R-IL-18) and Brad Schneider (D-IL-10) formally announced the reintroduction of the Freight RAILCAR Act of 2023 to encourage investment and advance environmental sustainability in the $6.5 billion freight rail industry.

RSI President Patty Long released the following statement in support of the legislation.

“Railway supply is at the heart of safe, efficient and sustainable movement of people and products in the United States. For this reason, RSI strongly supports legislation that will offer tax credits encouraging the adoption of new, more efficient and environmentally friendly freight railcars,” said Long.

The Freight RAILCAR Act of 2023 is a bipartisan bill that supports and protects American manufacturing jobs, invests in modern and efficient railcars and reduces the sector’s already low carbon footprint.
